UPI: NEW MERCHANT DISCOUNT RATE FRAMEWORK
Why in News?
The government/NPCI has introduced a new framework for Merchant Discount Rate (MDR) on selected high-value person-to-merchant (P2M) UPI transactions.
The important point for UPSC is that UPI remains free for person-to-person transactions, while specified merchant transactions above ₹2,000 can attract MDR. Approximately 96% of P2M transactions remain unaffected under the framework.
What is MDR?
Merchant Discount Rate
MDR is a fee within the digital-payment ecosystem associated with processing merchant transactions.
It is not a government tax.
The charge is distributed among participants in the payment ecosystem.
New framework – important numbers
| Transaction | Treatment |
|---|---|
| P2P UPI | Free |
| Merchant transaction ≤ ₹2,000 | Free |
| Specified P2M > ₹2,000 | 0.4% MDR |
| Transactions ₹75,000+ | MDR capped at ₹300 |
| Essential/thin-margin sectors > ₹2,000 | Flat ₹5 |
| Capital-market transactions | 0.02%, capped at ₹300 |
The framework also keeps customers from being directly charged the MDR; it operates within the merchant-payment ecosystem.
Why is this important?
For years, UPI’s rapid growth was supported by an extremely low-cost/free payment environment.
But digital infrastructure has costs:
- banks
- payment apps
- switching infrastructure
- cybersecurity
- fraud prevention
- network maintenance
- technology investment
Therefore the policy question becomes:
How can India preserve low-cost digital payments while ensuring the long-term financial sustainability of the payment ecosystem?
UPI → Digital Public Infrastructure
UPI is part of India’s broader:
Digital Public Infrastructure (DPI)
Think:
Aadhaar
UPI

🌍 3. INTERNATIONAL TRADE
INDIA–NEW ZEALAND FTA MOVES TOWARDS IMPLEMENTATION
New Zealand’s Parliament has approved legislation implementing the India–New Zealand Free Trade Agreement.
The legislation passed by 93–29.
Under the agreement, 57% of New Zealand’s exports to India are expected to become duty-free from the beginning, with tariffs on around 95% of exports eliminated or substantially reduced once fully implemented.
Why is this important?
India is increasingly pursuing:
Trade diversification
Instead of excessive dependence on a limited number of major markets, India seeks stronger trade relationships with:
- New Zealand
- Australia
- EU
- UK
- ASEAN
- Gulf countries
- Latin America
FTA – BASIC CONCEPT
Free Trade Agreement
Countries agree to reduce or eliminate trade barriers between them.
Potential benefits:
- lower tariffs
- greater market access
- investment
- supply-chain integration
- export opportunities
FTA ≠ Customs Union
| FTA | Customs Union |
|---|---|
| Members reduce internal trade barriers | Members reduce internal barriers |
| Each country generally maintains its own external tariff | Common external tariff |
| Example: many bilateral FTAs | EU customs union is a classic example |
Rules of Origin
One of the most important concepts in trade agreements is:
Rules of Origin
They determine:
Where a product is considered to have been produced.
Why important?
Without rules of origin, goods could enter through the country with the lowest tariff and then be re-exported.
UPSC Linkage
FTA
→ Tariffs
→ Rules of Origin
→ Trade creation
→ Trade diversion
→ Supply chains
→ Export competitiveness
Possible Mains Question
“India’s growing network of trade agreements reflects an attempt to integrate with global value chains while protecting sensitive domestic sectors. Discuss.”
